The Orchard Hill Assisted Living facility transformed a site once considered “unapprovable” into a fully realized 48-unit residential community—delivered under an accelerated approval timeline and evolving regulatory conditions.


Turning an “Unapprovable” Site into a Viable Development

Samiotes provided civil engineering services to guide the project through a highly constrained approval process, navigating local opposition while meeting a three-week fast-track schedule tied to the developer’s purchase option.

The complexity intensified when, shortly after local approvals were secured, the Commonwealth introduced the Riverfront Act—creating new regulatory challenges that could have halted the project entirely.

Key contributions included:

  • Developing a grading and stormwater management strategy to address newly enacted Riverfront Act requirements 

  • Securing Planning Board approval within an accelerated three-week timeline 

  • Navigating local stakeholder concerns to advance the project through opposition 

  • Applying innovative stormwater mitigation strategies informed by national best practices 

  • Coordinating with the Board of Health to integrate site design with functional and landscape elements, including the incorporation of an apple orchard within the septic system layout in collaboration with the Agent

 

Through creative problem-solving and proactive coordination, Samiotes enabled a project once deemed infeasible to move forward—delivering both regulatory compliance and a thoughtful residential environment.
