Massachusetts State Police Lower Basin Barracks

Samiotes provided civil engineering and environmental permitting services for the renovation and addition at the historic Lower Basin Barracks building located on Charles Dam Road in Boston. The redevelopment includes the reduction of the existing paved area into a smaller, more efficient parking lot, allowing a large portion of the site to revert to park landscaped areas for pedestrians to enjoy. The stormwater management improvements feature a rain garden that provides the necessary treatment and BWSC capacity, while also providing a natural ecological transition from the parking lot to the adjacent park.
 

Samiotes’ solution to create a Low Impact Development BMP was utilizing the rain garden to meet BWSC recharge/detention regulations. Samiotes led and/or assisted with the intense permitting requirements, which included acquiring permits from Boston Water and Sewer, Boston Conservation Commission, MassDEP (Chapter 91), MassDOT, and the MWRA. Samiotes also provided the traffic management plan, coordinated utility access, and provided sound solutions to the many unknown surface and underground challenges associated with such a historic site. The existing building remained occupied throughout construction and the project is projected to receive a LEED Silver® certification.
